The FY25 Expenditure Reporting Errors and Warnings document contains the list of program areas, targeted beneficiaries, and cost categories that are unlikely or impossible to report for a given expenditure. Each combination is followed by whether it is an "ERROR" (must be resolved before submission) or "WARNING" (unlikely, but can be submitted if justified), and the error message that is flagged when this issue occurs.
